What makes the 494 different from the SID

Four key distinctions.

The 494 and the SID are both employer sponsored. The 494 is specifically regional.

Regional only

Specifically for regional Australia. Sydney, Melbourne, and Brisbane are not regional for 494 purposes. The rest of Australia is.

Longer validity

Up to 5 years, compared to 4 years for the SID. More stability for workers and employers committing to regional Australia.

Direct pathway to 191

After 3 years of regional residence and meeting the income threshold, the worker can apply for the permanent Subclass 191.

Broader occupation access

Regional occupation lists are often more generous than the CSOL. Occupations not available through the SID may be available through the 494.

Who qualifies

Employer tests and worker tests.

Like all employer sponsored visas, the 494 has two sides.

The employer

Approved sponsor (SBS or similar). Business located in a designated regional area. Genuine ongoing position in the regional area. Salary meeting applicable thresholds.

The worker

Nominated occupation on the CSOL or regional list. Skills assessment where required. At least 3 years of relevant work experience. Competent English (IELTS 6 or equivalent). Under 45 at application. Health and character.

Regional areas

Everywhere except Sydney, Melbourne, and Brisbane. Tasmania, NT, ACT, Adelaide, Perth, regional QLD (Gold Coast, Sunshine Coast, Cairns, Townsville), regional NSW and regional VIC are all regional.

The DAMA connection

DAMAs can unlock 494 pathways that would otherwise be closed.

Designated Area Migration Agreements provide concessional access to migration pathways. Workers nominated through a DAMA may access the 494 with concessions not available to standard applicants.

Occupation concessionsIf your occupation is not on the standard regional list, a DAMA may open access. The Northern Territory DAMA covers many occupations outside the standard framework.
English concessionsIf your English is below the standard competent level, some DAMAs allow a lower threshold with appropriate conditions.
Salary concessionsRegional thresholds may differ from the standard Core Skills Income Threshold. DAMAs sometimes allow further adjustment.

Pathway from 494 to 191 permanent residency

Three years of regional residence, then PR.

The 494 is not permanent. The permanent follow-on for the older 491/489 pathway is the 887. For 494 holders, the pathway runs through the Subclass 191.

Primary residence in the regional area. Income at or above the threshold each year. Compliance with 494 conditions.

Apply for the permanent Subclass 191. Income documentation for each qualifying year required.

191 grant completes the pathway. Full work rights, Medicare, citizenship eligibility after the required period.

Can the 494 be renewed if I do not qualify for the 191 after 3 years?
The 494 is valid for up to 5 years, giving flexibility if the 191 requirements are not met at the 3-year mark. After 5 years, renewal is not generally available, and alternative pathways need to be considered.
Do I have to work for the nominating employer for the whole 494?
You are expected to work for the nominating employer in the nominated role. Changing employers requires a new nomination from the new employer.
What if I lose my job during the 494?
You have a limited window (typically 60 days) to find a new sponsor or depart Australia. Finding a new sponsor in a regional area is possible but depends on occupation demand.
Can I travel out of the regional area during the 494?
Short trips for travel or business are fine. What matters is that your primary residence and work are in the regional area. Extended absences may affect your pathway to the 191.
