What regional means in 2026

Regional Australia is most of the country.

For 491 purposes, regional Australia covers almost everywhere except Sydney, Melbourne, and Brisbane. This is not remote outback only. It is most of Australia.

Entire states are regional

All of Tasmania, the Northern Territory, the ACT, South Australia, and Western Australia (except Perth) count as regional for the 491.

Not "the middle of nowhere"

Many applicants assume regional means remote. It does not. You can live in a major regional city with full amenities and still qualify as regional for the 491.

Minimum 65 points including the 15-point regional nomination bonus. Most 491 applicants have scores in the 70 to 90 range.

English language

At least Competent English, though higher scores add points and improve nomination prospects.

Age under 45

Must be under 45 when invited to apply for the visa.

Health and character

Standard health examinations and police clearances from every country lived in for 12+ months over the last 10 years.

The pathway to Subclass 191 permanent residency

The 491 is a 5-year provisional visa, but the permanent pathway opens after just three years of meeting the residence and income requirements.

Three years regional residence

You must live in a designated regional area for at least three years. Continuous residence is not strictly required, but you need to demonstrate regional residence as your primary home.

Income threshold met

You must meet a minimum income threshold for at least three years. The exact figure is updated annually by the Department.

Apply for Subclass 191

After the three-year period, apply for the permanent Subclass 191. Once granted, you have full permanent residency with no geographic restrictions.

Which states are best for 491 nomination

Six regions worth a close look.

Each region has its own strengths. Matching your profile to the right region is the work.

Tasmania

Historically strong 491 nominator. Entire state is regional. Applicants with Tasmanian study or work history are particularly well positioned.

South Australia

Broad occupation list and active 491 program. All of South Australia is regional under the 491 framework.

Northern Territory
