Moreover, if you want to qualify for a state nomination by ACT, then you have to file the Canberra matrix first. You also need to know the matrix score which ranges from 90 to 135 points. If you do not get an invitation within six months, then a matrix will automatically expire.

By ACT, eligible candidates must express interest in a state nomination by completing a matrix of Canberra. You can either choose the nomination pathway for 491 or the nomination pathway for 190. Highest-scoring candidates in each process are invited by ACT to qualify for a state nomination.
Those people who are invited to apply for state nomination by ACT, they must submit their application as well as application fee within 14 days. In addition to this, they also need to submit all the necessary documents along with the application. Apart from this, they also need to submit their matrix score, so that the government can plan on them. If you will be unable to meet the requirements, then you will not be able to apply or not apply for ACT state nomination.
